With a $10 billion tourism investment plan underway and a deep-rooted maritime heritage, Abu Dhabi is positioning itself as a global launchpad for innovation in the leisure marine sector, writes Gabbi Richardson, founder of Yachting Ventures.
Combining cutting-edge infrastructure with a thriving startup ecosystem, the UAE capital offers a blend of opportunity, heritage and stability for founders looking to scale within the blue economy.
Abu Dhabi welcomed more than 24 million visitors in 2023, a 6 per cent year-on-year increase, and has been ranked the world’s safest city for nine consecutive years. Its 200+ natural islands, pristine waters and growing network of marinas make it a natural playground for yachting and marine recreation. But beneath its glittering coastline lies a strategic vision: to build a sustainable, innovation-driven maritime economy that connects technology, culture and entrepreneurship.
Abu Dhabi offers a supportive ecosystem for founders
At the heart of Abu Dhabi’s startup scene is Hub71, a government-backed innovation ecosystem designed to help founders at every stage of their journey. Hub71 offers three main programs, Initiate, Access and Expand, providing funding, mentorship, and direct connections to corporate and government partners.
The Access program, for example, provides up to 500,000 AED in support (split between SAFE investment and a grant) alongside a 12-week intensive growth program. To date, Hub71 has supported more than 300 startups from a pool of several thousand global applicants, spanning verticals from fintech and AI to climate tech and mobility.
For marine and maritime founders, this ecosystem presents an unparalleled opportunity to access resources, funding and market entry into one of the fastest-growing regions for tourism and transport innovation.
A modern boating culture rooted in heritage
The UAE’s relationship with the sea runs deep, from traditional dhow building and pearl diving to today’s luxury yachting and water-based tourism. Abu Dhabi’s approach to developing this industry has been refreshingly organic, combining heritage and sustainability with modern infrastructure.
Across the emirate, 23+ marinas are already bustling with activity, supported by a growing appetite for boat clubs and sharing models such as Captain’s Club and Exclusive Yachts. This balance between ownership and accessibility is shaping a new generation of boaters and creating fresh opportunities for tech-enabled services, sustainable mobility, and leisure innovation.
Strategic advantage: Abu Dhabi vs. Dubai
While Dubai has long been known for its fast-paced, B2C startup culture, Abu Dhabi offers a more measured, B2B-oriented ecosystem focused on long-term growth and partnerships. Founders benefit from access to local institutions like Abu Dhabi Maritime (part of Abu Dhabi Ports Group) and Masdar City, both of which are supporting sustainable transport and clean technology initiatives.
Abu Dhabi’s talent pipeline, bolstered by universities such as NYU Abu Dhabi, and its commitment to infrastructure and sustainability make it an ideal base for startups looking to pilot and scale marine technologies in real-world conditions.
Opportunities in sustainable marine tech

There is a clear and growing appetite across the UAE for electric and sustainable marine solutions. Government and industry players are exploring electrification for water taxis, ferries and luxury passenger vessels, while private operators and marinas are actively seeking clean-tech partners.
For startups innovating in areas like electric propulsion, charging infrastructure, and data-driven vessel management, Abu Dhabi offers the perfect testing ground, with strong institutional support and access to regional markets across the Middle East and beyond.
Where to start: The Abu Dhabi International Boat Show
For founders in leisure marine, the Abu Dhabi International Boat Show (ADIBS) provides a platform to connect with partners, investors and potential customers. Taking place from 20 – 23 November at the Abu Dhabi National Exhibition Centre (ADNEC), ADIBS will bring together the region’s marine industry, from local boatbuilders and marinas to global OEMs and technology startups.
This year, Yachting Ventures will once again host the Innovation Zone at ADIBS, a dedicated space for startups driving the future of the leisure marine industry – applications are currently open. Designed to help founders explore the UAE market and connect with investors, the programme includes exhibition space, media exposure, and curated visits to Hub71 and Masdar City.
The Innovation Zone offers a powerful springboard for startups looking to scale in the Middle East and acts as the perfect introduction to the region.
